Site Assembly

Assembly of the 42.5 acre site is now complete. About 80% of land price has been settled or is close to being settled.  Assisting this is the Compulsory Purchase Orders which have now been finalised with the issue of the fifth GVD. The process to date and the way forward is detailed in this section


The Liverpool PSDA site extends to 42.5 acres and mainly lies between The Strand, Hanover Street, Church Street and Lord Street, although several key sites break these boundaries, the majority of the 250 interests are located within this area.

The largest land owner in this area is Liverpool City Council. who own Chavasse Park and a number of other key sites, including the freeholds of several of the car parks freeholds, and a hotel and the underlying strata of the majority of highways.

Identification of all interests, and subsequent negotiations with key freeholders started in 2000. Negotiations with occupiers started in earnest late 2002, with all interests identified and dialogue underway by early 2003. In early 2003, Liverpool City Council made a resolution to use Compulsory Procedure Powers and Orders were made in Spring 2003. During the making of the CPO's, and the following objection period, Grosvenor and Liverpool City Council worked closely with land owners and occupiers to understand their requirements and to make offers for each interest.

During this busy period, many interests were acquired, or agreements for acquisition entered into, and this continued throughout the summer 2003, to the start of the Public Inquiry, which started in Liverpool on 2nd September 2003.

Over 50 parties objected to the CPO’s, but following close liaison with all of these parties, only eight appeared at the Inquiry, with a similar number leaving objections in, but not appearing to support their objections. In total, approximately 30 objections were removed, and this largely concluded with an agreement being negotiated to acquire an interest.

The Inquiry ran until 14th November 2003. The Inspector’s report was submitted to the Secretary of State on 4th February 2004. The decision was received in May 2004.

The first GVD was made in November 2004 and this involved land at the main PSDA site as well as the St Anne Street site coming in.  The last area in the first GVD is taken in August 2005.  The second GVD was prepared for May 2005 and runs from September 2005 through to late 2006.  The third and fourth GVD were made to round the remaining interests up and the fifth GVD has recently been issued and  possession has been taken of the Church Street site, which was home to HMV and Top Shop.
