Grosvenor selects Laing O'Rourke as preferred bidder for Paradise Street Project in Liverpool

Grosvenor has appointed Laing O’Rourke as its preferred bidder for the role of ‘Construction Partner’ on its Paradise Street project in Liverpool, following a lengthy selection process.

Bovis Lend Lease and Sir Robert McAlpine competed with Laing O’Rourke in the final stages.

Subject to agreeing detailed terms with Grosvenor and approvals by Liverpool City Council, during the next three months, Laing O’Rourke will be responsible for site-wide management of the 43 acre project and will be main contractors for part of the construction work.  Other contractors, including Liverpool and North West Region companies, will be invited to tender for other parts of the work and Laing O’Rourke’s sub-contracts.

Grosvenor is waiting for the results of a recent public inquiry into Compulsory Purchase and Road Closure Orders that will enable Liverpool City Council to hand over the entire development area.  A decision is expected in April.  If the Orders are approved by the Deputy Prime Minister, Grosvenor expects to be able to instruct its contractors to start work in July next year.

The Paradise Street project includes over 30 individual buildings that will provide 1.65 million sq ft of new shops, including a new store for John Lewis, as well as hotels, housing, leisure and other facilities.  The streets and public spaces in the completed development area will be open to the public 24 hours a day, like any other parts of the City Centre.

The project is widely supported by the general public and by Liverpool’s Business Community.  It is the City’s flagship regeneration project and will bring urgently needed economic, commercial and social benefits to Liverpool.

Rodney Holmes, Grosvenor’s Project Director says:

“Subject to agreeing detailed terms, Laing O’Rourke will start gearing up with us in the
New Year, so that we shall be ready to start building as soon as we have possession of the site.
Laing O’Rourke will bring innovation, huge experience and resources to the project and will join Grosvenor in working with the people of Liverpool to achieve our shared objectives – with as little disruption as possible to the life of the City in the meantime”.
